African Migrants Die after Boat Capsizes
STORY: A desperate attempt to flee a life of poverty ended in tragedy for this migrant. He was among 21 North Africans to drown while attempting to sail to the Spanish Canary Islands. The migrants perished when their overcrowded boat sank on Sunday evening. Their small wooden vessel capsized a few meters from the Lanzarote beach. A number of children were among the dead. Swimmers and surfers reportedly tried to reach the migrants as they struggled in rough waters. Six people were rescued. Local reports suggest that some survivors ran off after making it ashore. Spanish authorities usually try to deport migrants arriving illegally by sea, usually from west Africa but also from Morocco. About 9000 arrived in the Canaries last year. Thousands more are believed to have died making the attempt.

The UN refugee agency since an uprising against Colonel Gaddafi's four-decade rule began five weeks ago. Some 15000 people have arrived in Lampedusa since the Tunisian revolution in January. Malta may have taken a breather from dealing with illegal migrants but for 17 soldiers the next four weeks will be a crude reminder that one country's reprieve is another's burden. After the flow of immigration in the central Mediterranean was stymied when Italy and Libya agreed to jointly patrol the Libyan coast, the focus shifted to the border between Greece and Turkey. Although the biggest problem is the land border between the two eastern Mediterranean countries, the EU's Frontex border patrol mission in Greece has not let down its guard in the sea separating both countries. An Armed Forces of Malta patrol boat is expected to join the Frontex mission, code-named Poseidon Sea, off the Greek island of Samos, barely two kilometres from mainland Turkey. The P-52 patrol boat is expected to leave Malta tomorrow with 16 crew members on board for a four-week deployment. They will be joined by Acting Lieutenant Colonel Andrew Mallia, Malta's officer at the Frontex coordination centre in Piraeus. According to Lt Col Mallia the operation is a preventive one meant to deter criminal organisations from using the sea route to traffic people. "The risk at this time of the year is low and, of late, the focus has shifted more to the land border between Greece and Turkey. The agency is trying to confirm what happened to the passengers when the vessel broke apart at sea on Friday, spokeswoman Laura Boldrini said. Witnesses who departed on another boat shortly after reported seeing the ship broken apart and bodies floating in the sea, Boldrini said. That boat arrived later in Italy. A Singapore-based terrorism expert who warned that Tamil Tigers were among the 76 migrants who arrived in a boat nearly two months ago has been given a stamp of credibility by an Immigration and Refugee Board adjudicator in Canada. Lynda Mackie in a ruling said Rohan Gunaratne is credible and trustworthy. He was grilled for hours under cross-examination by lawyers for the migrants. Mr. Gunaratne heads a terrorism think-tank at Nanyang Technological University. He has advised the Canadian Government on the thorny issue of how to proceed with the Tamil migrants. The migrants lawyers claim the men are refugees. However, Mr. Gunaratne alleges that some of the men are LTTE cadres. He told the Canadian Government they planned to move to Canada to re-establish the separatist movement and raise funds. He also claims that their ship was a gun-running vessel that transported weapons to Tamil Tigers during the war. But Mr. Gunaratnes assertions were called into question by lawyers for the migrant men. They claimed Mr. Gunaratne was biased in favour of the Sri Lankan Government and demanded to cross-examine him. However, after hearing the cross-examination, Ms. Mackie ruled the Mr. Gunaratnes conclusions are not unreasonable. Indonesian authorities have rescued another 198 boat people off the Aceh coast. The survivors, who fled from Burma, are ethnic Muslims known as Rohingya. The all-male group, who had not eaten for a week claimed to be adrift for 21 days. Their rescuers say 22 had already perished and only one boat of nine had survived the ordeal. On January 7, another large group was also found at sea in a wooden boat. Indonesia who sees these boat people as economic migrants is considering sending them home. But the men say they face certain death if they are sent back to face the military regime ruling Burma.
